How to decline a relationship proposal in school?

The simplest answer to this question is being direct. 
Whether you are a girl or a boy, if you are not ready for a relationship, be honest and tell the person that you are not really looking for any relationship as of now. You want to stay focused on your career first and you have family responsibilities that you are committed to. 
As coming in a relationship will in a way take my focus away from my future commitments, I would not want to get into something like this.
